1.0 Purpose
This document covers guidelines on handling, storage, palletising, collection and delivery such that these activities do not result in deterioration of the cargoes.
2.0 Scope
Applicable to all kind of cargoes handled by all personnel involved in handling, storage, palletising, packaging, collection and delivery.

4.0 Procedure
4.1  Handling

* The handling and movement of cargoes shall be executed with the aid of 
  equipment such as forklift, pallet jack, trolley etc. to minimise damages.

* All cargoes handling labels representing instructions such as "Do Not 
  Stack", "Freight", "Arrow Up" (Attachment MA/QD25/001) etc., shall be 
  strictly adhered to in the handling and storage of cargoes.

* Handling tools such as bins, pallets shall also be utilised to ease 
  operations and minimise damages of cargoes.

4.2  Palletising

* Cargoes to be palletised shall be identified, sorted and the 
  Mastairwaybill/Housewaybill labels checked before palletising. In 
  addition, the Transfer/Palletising Supplier shall record the cargoes 
  palletised on the Self Built Unit (SBU) Form (Attachment MA/QD25/005
  for identification and traceability purpose.

* Palletising shall be done in accordance to the weight and dimensions of 
  the respective airline pallets/Unit Load Devices (ULD). All palletising shall 
  be done under the supervision of the Warehouse Supervisor.

* Heavy packages shall be loaded on the base and soft packages on the 
  uppermost part of the pallet/ULD.

* All LD3 containers shall be externally covered with plastic sheet(s) after 
  stuffing whilst all built/completed pallets shall be covered with plastic 
  sheet(s) and netted securely to the pallet.

* Valuable, perishable, dangerous, cold-room or any other similar cargoes 
  shall not be palletised.

4.3  Packaging
* All cargoes are to be checked ot determine if they are in good order 
  and condition.

* Cargoes found to be packed incorrectly, torn or requiring re-packing are 
  to be re-packed (only upon knowledge and consent of the customer).

* Dangerous cargoes shall be packed as per DGR packing requirements.

* Cargoes, at the discretion of the staff (with emphasis to the customer), 
  are to be packed with reinforced materials (shrink-wrap, metal/plastic 
  strap, wooden pallet). This is in view of the weather conditions (i.e., 
  rain), commodity of shipment (i.e., watches, heavy machinery, etc) 
  which would eventually determine the condition and security of the 
  shipment. Reference can be made to the guidelines on Material 
  Requirements for Packing (Attachment MA/AD25/004).

4.4  Collection/Delivery
* All cargoes for collection/delivery are to be properly handled (refer to 
  point 4.1) to minimise damages.

* All cargoes upon collection or prior to delivery are to be checked to 
  determine if they are in good order and condition. Cargoes found not to 
  be in goods or condition, are to be brought to the attention of the 
  Warehouse personnel (Customer or Mantraco).

* Dangerous goods, Livestock, Perishables shall be segregated from 
  general cargoes when placed in the truck and these cargoes shall be 
  shrink-wrapped (if applicable).

* All cargoes are to be placed securely in the truck to minimise damages. 
  In the case of cargoes being loaded onto an open truck, the 
  Transportation Supplier must ensure that the cargoes are covered (with 
  trampoline or thick plastic sheets) to protect cargoes from bad weather 
  conditions i.e., rain.

4.5  Storage
* All cargoes must be stored in accordance to the "Storages 
  Requirement" (Attachment MA/QD25/002). 

* Cargoes that are not meant for lodging-in within 48 hours or 
  non-conformance cargoes that are pending for further instructions must 
  be clearly indicated with a Disposition Notice (Attachment MA/QD22/001
  - Import
& Attachment MA/QD23/001 - Export) and centrally located.

* For import service - Cargo(es) less than 05 packages or 50 kilos shall 
  be placed in specific racks in the Import warehouse and they shall be 
  identified by the last digit of the airwaybill/Housewaybill number.

* For export serivce - Cargo(es) less than 05 packages or 50 kilos shall 
  be placed in specific racks in the Export warehouse and they shall be 
  identified by the destination.

4.5.1  Dangerous Goods
* Cargoes which are combustible, flammable, poisonous, radioactive, 
  explosive or determined by IATA as dangerous shall be segregated and 
  placed separately from general cargoes.

* Cargoes which are improperly marked are to be referred to qualified 
  Export Staff (having DGR certificated to handle dangerous goods) for 
  identification and storage requirement.

* All cargoes must be placed on the rack allocated. Should the cargoes 
  be in big quantities, they shall be placed on wooden pallets and 
  shrink-wrapped. General cargoes shall not be placed on the allocated 
  rack or pallet with dangerous cargoes.

* Cargoes which can react/ignite when placed together or close to such 
  igniting elements shall also be separated e.g., flammable liquids must 
  not placed near electrical switches/sockets/

* Cargoes which are dangerous when wet must not be placed on the 
  warehouse floor. Instead, these cargoes are to be placed on a wooden 
  pallet (having a base of plastic sheet) and shrink-wrapped.

* Materials and equipment such as sawdust, fire-extinguishers shall be 
  located at pertinent locations of the warehouse and these shall be used 
  (when required) to prevent further spillage or fire to other cargoes in the 
  warehouse.

4.5.  Livestock
* Livestock e.g., live rates, tropical fish, chicks, etc shall be placed on a 
  wooden pallet and be placed in areas which is cool, breezy (if possible) 
  and shaded.

* Such cargoes must not be placed near dangerous goods or heavy 
  equipment i.e., poisonous goods or forklifts.

* Livestock must not be kept overnight or more than 4 hours - they are to 
  be lodged-in to the airline terminal (for export) and delivered to the 
  customer (for import) within 4 hours upon receipt by Mantraco.

* Livestock's conditions (animal behaviour, activity) except live tropical fish 
  must be checked before collection or clearance. The customer must 
  ensure that necessary food supplements i.e., food, water are provided.

4.5.3  Valuable Goods
* Cargoes such as imitation jewellery, watches, precious stones, 
  cameras, electronic goods, etc are to be kept in the Locked Cargo at all 
  times.

* Cargoes of such nature if received in big quantities which cannot be 
  placed in the Locked Cage are to be placed on wooden pallet and 
  shrink-wrapped.

* For import service - cargoes shall not be cleared by Midnight Clearance 
  Supplier and be left for Day Shift Clearance Supplier to clear. such 
  cargoes are to be arranged for delivery/self-collection upon clearance.

* For export service - CS Export on being aware of the collection of such 
  cargoes, are to pre-advise and extend photocopy of Export Verbal 
  Instruction to Warehouse for their necessary awareness and storage 
  arrangement.

* The storage and movement of such cargoes shall be maintained and 
  monitored through the Locked Cage Register (Attachment MA/QD25/
  003
).

* No cargoes are allowed to be removed from the Locked Cage without 
  knowledge and approval from the Warehouse Officer/Midnight 
  Supervisor.

4.5.4  Cold Room Cargo
* Cold room cargoes such as epoxy resin, butter, etc., are not to be 
  stored in the warehouse.

* For import service - cargoes shall be cleared and arranged for 
  immediate delivery to the customer.

* For export service - cargoes are to be lodged-in the airline terminal upon 
  collection from the customer.

4.6 Security
* Security guard engaged by Mantraco shall provide warehouse security 
  between 2000 hours and 0800 hours.

* Import warehouse (units-01-23/24) shutter-gates must be lowered and 
  shut by 1930 hours.

* All back doors of warehouse shall be locked. Warehouse back door 
  (unit 01-22) should be locked and latched by security guard at 2000 
  hours.

* Valuable cargoes shall be kept in Locked Cargo. If in big quantities, to 
  be placed on Wooden pallet and shrink-wrapped.

* Cargoes found torn or returned after survey are to be shrink-wrapped to 
  prevent pilferage.

* Warehouse Officer/Warehouse Supervisor to conduct weekly 
  warehouse checks/inventory on pending cargoes - this is to be 
  highlighted to the Operations Manager.

4.7 Fire Management
* Main building and warehouse fir equipment i.e., water sprinklers shall be 
  maintained and serviced by relevant authority.

* Fire extinguishers shall be periodically serviced by supplier (Firemaster 
  Industrial Services).

* Fire extinguishers shall be placed at pertinent locations of the 
  warehouse (at entrance of warehouse units 01-22, 23, 24).

* In the event of fire in one (01) warehouse unit, cargoes from other 
  warehouse units are to be quickly retrieved (if possible) and placed at 
  safe locations outside the warehouse and away from the fire (if 
  possible).

* Upon detection of fire or spillage from dangerous goods, fire 
  extinguishers or sawdust are to be used. Extinguishing of fire or spillage 
  shall be supervised by Warehouse Office/Warehouse Supervisor.

* In any event of fire, relevant authority i.e., Fire Brigade (Tel No.119) to be immediately contacted for assistance.
