1.0 Purpose
This is to establish and maintain a system of control to ensure that all non-conforming cargoes are prevented from inadvertent shipping.

Highlights/Explanation
Note 1: Shipment with or having discrepancies shall be defined as a non-conformance. Some non-conformances are listed as follows:
  1. Late lodge-in to Airlines.
  2. Non-collection of documents.
  3. Wrong cargoes issued by shipper.
  4. Misplacement of shipment documents.
  5. Non-conformance of DGR/cargo packing requirement.
  6. No booking made for shipment.
  7. Rejected by Airlines.
  8. Cargoes withheld pending further instruction from customer.

Note: Any other non-conformances i.e., damaged shipment pending 
         investigation/instruction, shipment pending instruction from 
         overseas agents, etc shall be recorded in the "Others" column of 
         the Disposition Notice (Attachment MA/QD23/001)

Note 2:

CS Export upon obtaining the said information/details to any of the non-conformances, shall contact the customer/overseas agent (if applicable)/airlines concerned and discuss/obtain further instruction/advice on the shipment.

Note 3:

CS Export shall liaise with internal sections such as Export, Warehouse and shall issue the disposition Notice (Export) in triplicate copies, indicating clearly the disposition status of the non-conformance shipment.

Note 4: CS Export shall arrange to have the Notice Distributed to the respective sections for action:

1st copy (original)
To the Warehouse Supervisor for his awareness and action (attest Notice to shipment).

2nd copy
CS Export to retain and attach either to blue copy of Export Verbal Instruction or supporting documents (shipper's invoice, packing list, etc.,) pertaining to shipper for reference and follow-up.

3rd copy
To the Export Executive/Export Manager for reference and attachment to copy of Airwaybill/Housewaybill of shipment (if applicable).

Note: Upon affixing the Notice, Warehouse shall place the 
         non-conformance shipment in a segregated area of the export 
         warehouse with other pending cargoes (with Disposition Notice).

Note 5

Upon obtaining the advice/instruction/approval for exportation from the airline/customer/overseas agent (verbally or by letter/telex/telefax), CS Export shall inform the internal sections (Export, Warehouse) concerned.

Note 6: CS Export shall issue or hand over the Export Verbal Instruction (EVI) and have this (together with the supporting documents) sent to Export, who in turn shall process/execute the shipment. Warehouse receiving the Masterairwaybill Label (Attachment MA/QD17/003)/Housewaybill Label (Attachment MA/QD17/004) for the shipment from Export, shall detach the Disposition Notice (Export) and attach/paste the said labels.

Note: Issue/handover of the Export Verbal Instruction with new/revised flight details shall supercede the disposition Notice issued. All correspondences pertaining to the non-conformance shipment shall be attached to copy of the Export Verbal Instruction and these shall be filed and kept by CS Export for reference purposes.

General Remarks/Comments
  1. The above procedures can also be initiated/co0ordinated by Export, Sales, Project & Development and Sea-Air.
  2. Any non-conformance which constitutes a service failure, on Irregularity Report Report shall be issued. Guidelines will be as per QD24 (Corrective Action).
  3. 48 hours (excluding Sunday & Public Holiday) upon cargo receipt in the warehouse.
