Continuous Acquisition and Lifecycle Support (CALS) is a global strategy to further enterprise integration through the streamlining of business processes and the application of standards and technologies for the development, management, exchange and use of business and technical information.

Recognizing that automation and related process changes are being introduced on a massive scale, and with the pressures to reduce resource requirements, CALS is a value-added activity that provides:

Under the policy guidance of IMD 2/95, the service provider is committed to incorporating CALS as one of the three cornerstones of Electronic Commerce. CALS must be implemented, and must be fully coordinated with the other two cornerstones: electronic funds transfer; and electronic data interchange.

The CALS strategy for DND comprises three main, concurrent, elements:

  1. Business processes must be examined, and re-engineering must be applied where necessary, in the context of a paperless environment.
  2. Access must be provided to the paperless environment. This is not simply the buying of computers. Proper standards need to be put into place; concepts of operation need to be developed; various tools and capabilities need to be defined and produced. And then all the standards, concepts, tools, and capabilities must be successfully integrated.
  3. The third important element of the strategy is teaming.

Because CALS impacts across the department, it is critical that all partners "buy in" to the CALS Way Ahead. For example, the requirements for infrastructure will be driven by CALS, but the infrastructure itself will be provided in part by ADM (DIS) organization. CALS awareness must be enhanced throughout the Department, and the Department's ties with industry must be strengthened.

CALS is seen to be an integrated data environment created by applying the best technologies, processes and standards for the development, management, exchange and use of business and technical information among government and industrial enterprises.

BENEFITS EXPECTED With the implementation of CALS in DND, the Department will enjoy a number of high-level benefits. It will be able to manage the readiness of the military forces better, provide more coherent logistic support for military options, and support acquisition reform; concurrently, it will be able to reduce operating costs in the face of significant budget reductions.

 

The philosophy underlying CALS provides a framework for assessing functional processes and ensuring their integration. CALS provides these benefits by accelerating the flow of high-quality information within the Department and between the Department and its business partners, while reducing information management overhead costs. Those actions lead to improved product quality and support for both the Department and its contractors; improvements which are expected and required in today's competitive global economy. Increasing the Department's ability to apply commercial standards and practices is also expected to lead to reduced acquisition costs and easier movement of the industrial base into and out of defense markets.

 

REALITY 

 

Earlier in the CALS evolution, justification for investing in CALS was stated, in large part, to be resource savings. Now, with the current fiscal climate in DND, resources have been, and are being, cut dramatically. CALS holds out the hope of being able to accomplish our missions while accommodating mandated cuts.
