Major Manufacturing Firms in FTZs Offered Help in Hiring Foreign Workers


      Under the guidelines for the review of applications by major FTZ manufacturing enterprises for help in bringing in foreign workers, issued on April 4 by the Free Trade Zone Coordinating Committee of the Executive Yuan via Jing Sie Zih Document No. 0960000606, the free trade zone enterprises of major manufacturing investment projects may apply to bring in foreign workers.

 

ˇ§Major investment projectsˇ¨ wishing to do this must meet the following conditions: (1) Non-traditional manufacturing industries: investment in basic metals refining, integrated circuit wafers, Thin Film Transistor-Liquid Crystal Displays (TFT-LCDs), plasma displays (excepting module assembly), or photomasks used in IC production. The total investment must have reached at least NT$1 billion, and investment in plant and equipment must already have reached at least NT$500 million. (2) Traditional manufacturing industries: Industries not included in the non-traditional manufacturing industries listed above in which investment has already reached NT$50 million and investment in plant and equipment has already reached NT$25 million. The amount of investment as mentioned above is calculated by the real amount of investment (in land, plant, equipment, and operating capital) in three continuous years within four and a half years prior to the date of application to the FTZ management agency.

 

FTZ enterprises that apply to the management agency for inclusion on the list of major manufacturing investments must submit the following documents along with their application: (1) an application form for assistance due to a shortage of labor by the major investment project; (2) major investment project data sheet; (3) list of land, plant, equipment, and machinery procured, along with photocopies of supporting documents and CPA certification; (5) for those listing operating capital, method of calculating operating capital and CPA certification documents; and (6) investment plan.
