Harbor Bureaus Commissioned to Issue Certificates of Origin


        On Jan. 2, the Ministry of Economic Affairs announced that it was commissioning the harbor bureaus at Keelung, Port of Taipei, Taichung, and Kaohsiung, as well as the Civil Aeronautics Administration, to issue certificates of origin for Taiwan. To facilitate the issuance of certificates of origin for enterprises operating in free trade zones, the aforementioned FTZ management agencies are authorized, in accordance with paragraph 1 of Article 20-2 of the Trade Law and paragraphs 2 and 3 of Article 15 of the Administrative Procedure Law, to issue ordinary certificates of origin as well as the preferential-duties certificates of origin using the designated Form A for Peru, Russia, and Panama.

¡@¡@These commissioned certificates of origin, however, may not be issued for textiles, garments, and footwear being shipped to Mexico, canned mushrooms and bamboo shoots bound for the United States, and garlic bound for the European Union, since the issuers of certificates for those products must be approved by the importing countries.
