世界航空貨運組織 2005 年會選擇在悉尼香格里拉大酒店舉行,出席會員合計四十三國家與地區,代表八十七人。大會由地主國簡介澳洲海關 CMR -Customs Management Reengineering外《內容參照如尾頁》,巴西、愛沙尼亞、立陶宛、拉脫維亞也提出該國關貿情境分析。

澳洲最大、歷史最悠久兼最美麗(部份人認為)的城市,擁有許多著名地標,令人一見難忘。其中悉尼海港大橋及悉尼歌劇院座落於世界其中一個最雄偉壯麗的海港,舉世知名。此外,不論是市內一流食肆或新鮮海產,還是活力繽紛的沙灘和形形色色的店鋪商場,均不容錯過。羅克斯(The Rocks)位於悉尼港口,毗鄰Circular Quay1788年成為澳洲首個殖民區,至今仍是悉尼最具歷史意義的地區。澳洲當地景色怡人,具有多種不同的自然地貌。北部是亞熱帶地區,南部則是雪山,當中包括澳洲最高山峰 Mount Kosiosko。其海岸線綿延1300多公里,佈滿黃金沙灘,還有許多風景如畫的水道和長達1900公里的Murray River。悉尼市中心,包括Pitt Street Castlereagh StreetGeorge Street、建於1890年代的Queen Victoria BuildingDarling Harbour海濱,座落許多大型百貨公司、時裝店和購物商場。


討論案一:燃油附加費佣金探討

如果油價一直停留在每桶60美元以上,那麼對航空業來說,唯一的辦法或許就是某家大型航空公司倒閉。正因如此,Northwest Airlines西北航空公司發生機械師罷工使它處於非常危險的境地。而 United Airlines聯合航空公司也在忙著準備重組重整期,Delta Airlines 達美航空公司則面臨著可能破產的前景。 雖然航空公司有驚人的抗擊打能力,而且在說服提供者和貸款機構向他們提供更多供貨和資金方面也很有辦法,但是,伴隨漫長的冬季而來的持續大規模財務虧損或許會讓債權人、公司員工和飛行常客感到極度不安。他們的貸款、工資單和常飛里程數都會比他們想像的更沒保障。 

目前,航空業和其它消費經濟領域一樣消化了油價上漲帶來的大部分壓力。但收入的增長還不足以彌補增加的所有成本。油價保持高位元而票價下浮,那麼在消費者受益的同時航空公司就會虧損,這讓航空業今年冬季將面臨一些嚴峻的考驗: 聯合航空公司在拖延許久之後能拿出一個可使公司實作盈利的重組企劃期嗎?要知道,它每年在燃油上的開支幾乎達40億美元。 達美航空公司進入破產保護常式,在目前這樣的嚴峻形勢下, America West Holidays US Airway Group Inc ,能順利完成合併工作嗎? 

的確,那些處境岌岌可危的大型航空公司都有很大的特許權,最後被徹底清算的可能性微乎其微。很有可能出現這樣的情況:新的投資者或許會在危機時刻介入進來,將一家已難以為繼的航空公司並入一家實力強些的公司,消除有重疊的冗餘運力,建立起更強大的網路。現在,投資者正密切關注著聯合航空公司和達美航空公司,以尋找可能的並購機會。 

西南航空公司Southwest airlines US Airways最盈利樞組港的費城發展得很快。Jet Airways從紐約跨河而過,進入大陸航空公司在新澤西州紐瓦克的地盤。Air Trans Holdings Inc以前就已在達美航空公司的亞特蘭大樞組港占有一席之地,現在又在American Airlines美利堅航空公司位於達拉斯-沃爾斯堡的基地與後者展開角逐,並表示還將飛進西北航空公司在底特律的大本營。儘管目前的跡象並不樂觀。反觀航空貨運承攬業提供航空公司代理與介接界通路,依據國際航空運輸協會決議支付五百分比之佣金,然對幅度逐漸加大之燃油附加費並未支付佣金;而航空貨運承攬業必須面對授信呆帳風險是否合理?FIATA已強烈要求提案要求國際航空運輸協會探討將燃油附加費包括支付佣金範圍。
