Port of Taipei, Taoyuan Air Cargo Park being Approved for Establishing Free Trade Zones
The Free Port/Free Trade Zone Coordinating Committee of the Executive Yuan approved, on April 28, the applications of the Port of Taipei and the Taoyuan Air Cargo Park for establishing free trade zones. These are the fourth and fifth such applications to be approved, following earlier ones by Keelung, Kaohsiung, and Taichung harbors.
Once the Port of Taipei and the Taoyuan Air Cargo Park Free Trade Zone become fully operational, they will create estimated production values of NT$23.3 billion and NT$800 billion and generate 1,300 and 25,000 jobs, respectively. The Taipei Free Port application covers a total of 79 hectares in its initial stage of development, with logistics centers as its main type of operation. The port has already established a substantial foundation as an international logistics center for auto parts.
The total land and water area of the Port of Taipei amounts to eight times that of Keelung Harbor. The Bali-Wugu section of the east-west expressway now under construction will open to traffic in 2008, allowing containers to be shipped directly between the port and Taipei, while the West Coast Highway, which is now being widened, connects to Chiang Kai-shek International Airport. This will make the port a major container terminal for sea/air intermodal shipping.
To coordinate with the future development of the Port of Taipei, the Taipei County Government has made plans for the development of 1,138 hectares of land in neighboring areas of Bali and Linkou into a ˇ§Special Taipei Port District,ˇ¨ containing logistics, shipping, warehousing, conference, recreational, and hotel facilities. This plan is currently under review by the Committee of Regional Plan of the Ministry of the Interior.
The Taoyuan Air Cargo Park Free Trade Zone will be the first of its kind in Taiwan. The air cargo park covering 45 hectares, is to be developed in three stages and will have four separate zones:an air cargo terminal, distribution zone, value-added park, and commercial (logistics) center.
The Taoyuan Air Cargo Park Free Trade Zone is to be operated by the Far Glory Group. Since the free trade zone will be located within the confines of Chiang Kai-shek International Airport, the Civil Aeronautics Administration, being designated as the administrative agency of this FTZ by the Ministry of Transportation and Communications, is to supervise and facilitate Far Gloryˇ¦s development of the free trade zone.
