UPS TAIWAN ANNOUNCES INVESTMENT IN TAOYUAN INTERNATIONAL AIRPORT SERVICE CO.

TAIPEI December 30, 1999 - United Parcel Service (UPS) Taiwan announced today the acquisition of a minority share in the Taoyuan International Airport Service Company Limited (TIAS). The investment was finalized yesterday at an official ceremony held with the Taiwan Ministry of Transportation and Communications and China Airlines.

"UPS is very committed to this market," said Daniel Chen, managing director, UPS Taiwan, "proven by our decision to base our Asia-Pacific hub here. The government has made it a priority to develop Taiwan as a regional base for logistics and the express industry. The success of those efforts and the prospects for development at CKS make our acquisition of shares in TIAS a sound investment."

TIAS was established in 1978 through an investment between China Airlines and the Taiwan Ministry of Transportation and Communications. Both are current shareholders. The company operates ground-handling services at Chiang Kai-Shek International Airport. The company is now Taiwan's largest ground service company offering comprehensive services to virtually all airlines operating at the airport. UPS will continue to manage its own ground-handling services at the CKS facility.

UPS's Asia-Pacific hub was established in Taiwan in 1996 and is the only regional hub for express service located in the country. The facility includes a service area covering 4,842 square meters with a staff of 180. UPS operates 68 flights a week from its CKS hub and more than 150 flights a week across the Asia-Pacific region.

One reason UPS decided to establish its regional hub in Taiwan was the government's Asia-Pacific Regional Operations Center (APROC) plan. The strategy has provided express delivery companies with a sound environment where they can develop and implement more efficient procedures, and policies that will aid the growth of the express delivery industry.

Furthering the development of TIAS will support the increasing demand for high quality services and facilities at CKS International and help create a more attractive investment and operations environment for the industries targeted under the APROC plan.
